CITY JSC - Managing the project of MIBC "Moscow-City"

CITY JSC - management of the project of MIBC "Moscow-City" is a unique city-building complex with no comparison, not only in Moscow but in Russia, all aspects of the future business, culture, and civil center -underground communication, transportation, energy supply, and a unique environment of business, hotel, public and recreational areas are taken into account.

CITY JSC was founded in 1992, the same year the Government of Moscow and CITY JSC signed the General Agreement for management and development of the MIBC "Moscow-City" project.

At the present time there is active stage of MIBC "Moscow-City"  construction. The most projects is planning to be put into operations in 2009. The 19  skyscrapers  multifunctional complexes with total area approximately 4 million sq. kilometers will be acted on the territory of MIBC "Moscow-City" by 2009.

At the end of the first chain construction of MIBC "Moscow-City" mini-metro  will be put into operation, which laids from "Aleksandrovsky sad" station up to "Moscow-City" through "Kievskaya" station. The road and  transport  infrastructure and the transport terminal which services the passengers of High-speed transport system from  "Vnukovo" airport is constructed. By the preliminary  estimation the quantity of the workers and visitors  of complex will reach  350 000 - 500 000 persons.

Carrying out  functions of the head company of MIBC "Moscow City", CITY JSC became the main link between city community and the Government of Moscow.

 According to the Governmental order of Moscow  № 446 from May, 24th, 1994 and the General contract, JSC CITY executes all functions of the Head company of the project which include:

·                      Development and realization of the programs connected with construction and operation of MIBC "Moscow-City";

·                      Rendering of the services connected with realization of the project, with other tenants and builders of  the territory;

·                      Coordination of the subject's actions on the territory and participants of the project with the Russian both Moscow state and municipal structures, and so with the organizations which execute the сoordination,  maintaining and controlling functions;

·                      Coordination of the Builder's actions on the territory concerning with realization of the own projects considering the general architectural design.

·                      Development of economic models and business-plans for MIBC "Moscow City", as whole and separate chains of construction;

·                      Construction and operation of own projects.

By the preparation of the MIBC "Moscow-City"  territory  for construction of the first chain projects,  since 1992 CITY JSC has destroyed old plants that  harmful to the environment and  cleared and created more than 40 hectares of useful land, also has planned the project arrangement on territory.

With a view of development MIBC "Moscow-City" CITY JSC as head company has shares of other companies providing the creation of a necessary infrastructure on the territory of the project. Questions concerning with telecommunication and communications on MIBC "Moscow-City"  territory  are solved by means of JSC " CITY-TELECOM ", and Open Company "CITY-ENERGO " participates in development of power supply of the project.

Realizing the programs of MIBC "Moscow City" construction at the present time the following uniform concepts concerning with management  of territory is developed by CITY JSC:

§                      Uniform system of safety and the notification about the emergency situations;

§                      Management of transport streams and resolve of problems with parking;

§                      The centralized deliveries of the goods and materials;

§                      Dust-removal  sistem, processing and recycling of household waste;

§                      Uniform sistem of visual communications;

§                      Accomplishment of the territory and landscape design;

§                      The organization of the functioning and commercial usage of a public urban zone  within the boundaries of land-plots on the level 124.6 and linking them with the urban transport system (e.g., mini-metro, underground, transportation terminal, rapid transit system).

Because of that MIBC "Moscow-City" is a unique city-building complex, special demands are made to  maintenance of its safety.

By the order of Moscow Government № 1580 from August, 11th, 2006  at the moment  CITY JSC develops the project of the specialized protected communication system on the basis of uniform transport telecommunication system which will provide video observation, monitoring, the control of access, fire-prevention safety and notification about emergency situations.

CITY JSC is the Customer for the construction and building of the following facilities on the territory of MIBC "Moscow-City":

·                    Tower 2000 Office Complex;

·                    Bagration Pedestrian-Mall Bridge with walking embankments;

·                    Multipurpose office and administrative complex on the site № 16; 

·                    Multipurpose exposition and business complex on the site N 20;

·                    Multipurpose complex on the Taras Shevchenko Quay;

·                    Northern entrance to the central core complex

·                    The Controller’s Office of collectors ("Moscollector" General Unitary Enterprise) and its administrative offices;

·                    Cleaning units;

·                    Communication Collectors with engineering, urban water-supply, drainage, and sewage networks;

·                    Gas pipelines, corrosion-proof gas-plants;

·                    Street lighting (1.8 km); and

·                    Roads and their improvement, including:

o                   road covering

o                   pavements 

o                   green lawns

Carrying out the functions of the Customer CITY JSC conducts the construction of some large projects of engineering-transport infrastructure which provide the connection of the projects placed on the leasing land sites to urban  engineering networks. To realize this function CITY JSC carries out technical control of roads reconstruction,  collectors erection, communication networks, clearing of territory, accomplishment of coast and quays along "Moskva" river.

Besides the set above directions CITY JSC controls  the process of mini-metro construction, rapid transit system, systems of ground passenger transport and power supply.

Also CITY JSC as the Customer-Builder develops the following own projects:

§                     Multipurpose exposition and business complex on the site N 20 with total area approximately 180 000 sq. m;

§                     Multipurpose complex on the Taras Shevchenko Quay with total area 140 000 - 180 000 sq. m.

The Company has chosen the following directions for future work:

Creation and management of uniform public zone, including:

Providing by the goods and materials also for service, functioning and repair of real estate objects and public eating enterprises;

Cleaning of building and household dust;

Illumination and color;

Management of communications and corresponding dispatching offices, including:

Water supply and drainage;

Energy and heating supply;

 Informational directions

Organization of transport links, paid parking, public parking, filling stations, service stations and a helipad;

Landscaping and grounds-keeping;

Management of advertising space;

Management of public catering points;

Creation of security service;

Operator for a range of basic services (comprising Central Core Complex);

Confidential management of facilities

Work with affiliated companies to increase the volume of rendered service;

Construction of an engineering infrastructure and;

Participating in the conceptual development of new territories within "City-2" borders.

JSC CITY  is directed on creation of new "kernel" in Moscow economy, new space of the international business activity to Russia. The new culture of the business dealing, new culture of dialogue, mutual understanding and support is created.
